Why No Complete Android Themes?

I've noticed that even with some of the more popular developers and those who develop themes and skins for some of the more popular apps and widgets there is something that is commonly overlooked. Why is it that there is rarely a theme or a skin that covers all or most of the usual widgets and functions used on a device? For example, someone may release a theme for the Go Launcher SMS app and that's it. But nothing for the GO Launcher widgets, GO Contacts, GO dialer or anything other than the one skin for the one app. Or...maybe a theme/skin for the main GO Launcher EX home screen replacement app, but nothing else.

I know I am not the only one who is interested in having a common theme that is consistent across all of the widgets and apps we use and I know its too much to ask that all skins/theme's released have matching skins/theme's for supporting widgets and what not, but why does it seem as if this is regularly neglected? ....even within the development community for a specific home replacement app? (ADW, LauncherPro, Go Launcher EX...etc...etc.?) Providing themes/skins that allow a consistent phone theme across multiple apps should be a goal.

Comments, insight?

Yes, I miss Symbian S60 v5 for that, a whole theme that is just there, behind all your apps & widgets.

Even iphone struggles, you have to be jailbroken with cydia, bosspaper & winterboard... just so you don't have to stare at a black canvas behind your apps .

How about some full themes that are *phone wide* ?

I do admit that I have had a little luck with a few developers who have been willing to do some "custom" work to match one of their existing themes or skins to another theme or skin I have from another dev. This to me, is amazing and I always appreciate these developers who are willing to do this....but it isn't the norm.
