i used to agree that the fm radio was a waste....until last April when the town i live in was struck by tornadoes ...i live in Alabama and the state had 36 tornadoes that day. We were without power for 6 days. ....The night all of it happen when the power went off. That fm radio app on my Droid X was a life saver....

A few miles from the HSV international Airport. We got lucky as well in my neighborhood but a lot of Madison County got hit. Some friends and I went out a few days helping with cutting trees and it was crazy how much damage was done

Because not all of us have unlimited data plans. Mine is for 500 MB, and streaming radio would probably push it over the limit.

Because that consumes a lot of bits and bytes...that's why I want a FM radio
You could buy something like THIS to compliment your phone; I just ordered one yesterday. I didn't order it for the FM radio, as I use Tune In Radio app for all my local radio stations. Seeing how most phones that have a FM radio require a headset to be used to serve as the antenna; then this could be a viable option for you.
