Help Why no Jelly Bean?

Hi everyone, 2 weeks ago I bought an i9300 from the internets. I live in Japan and the phone I received was from China. This is my first Android phone so I'm new to the whole thing.

For some reason, I am unable to update to Jelly Bean. My phone has 4.0.4 and won't update OTA or through Kies to 4.1. My friend here has the same phone (I believe his was from France) and he was able to update OTA as soon as it was available.

Am I doing something wrong here? What could be the reason as to why it won't update? Any help would be much appreciated.

Some providers in France have been updating since 10-22-2012. China and Japan providers are showing still pending. You can keep tabs on the updates at this link.

Yes, its a GT-I9300.
