Why ota updates for this phone?

Because the manufacturer or carrier (if the phone was bought through a carrier) hasn't produced one.
Sorry, but that's really all there is to it. I don't know the handset, but all stop getting updates at some point, and some get more than others. At the point when the manufacturer or carrier decides it's not worth doing more they stop.
