Why some Chrome pages don't have url bar

On Android Chrome, most pages show a white horizontal strip on the top with the url bar and the three dot menu on the right.

But some pages don't show this stip and fill the entire Chrome window with stuff the site wants to put there.

Why is that, and if that strip isn't there, and there is no three dot menu, how do you do things like bookmark pages like that?

never encountered that. i use chrome on my phone exclusively.....do you have a screenshot of it?
