Help Why would settings drain battery?

In my gs7, when I go into apps, and scroll to each app and look at "battery used since device last fully charged", under settings, "settings" itself is always the highest drain, at around 15% near the end of my battery cycle. Is this normal?
 
It could be normal if the battery life is normal. It could be that there was just nothing else using the battery.
