Wi-Fi and mobile data

Hello everyone,

I have a router that I use to access my external hard disk wirelessly from multiple devices.
Now when I have connected my phone, my mobile data is automatically turned off as it's connected to the router.

Is there a way to connect both wifi (no internet connection) and mobile data from the android device?

My phone isn't rooted.

If you keep mobile data ticked on in the settings then put on Wifi, Wifi will still take precedent over the Mobile Data but it still will be running in the background.

I have tried the same. Yes, it does keep the mobile data running but I cannot access any website as I believe it tries to connect via wifi.
There's an option in Wi-Fi settings to check the internet connection while connecting to the router but it's still the same.
Is there any app that will enable both?
Or rather
Is it even possible to develop such an app?
 
It already does run at the same time, you just can't tell.

There are some ROM's that will split up the Mobile Data and Wifi and show you both running at the same time.
