Help Wifi calling cannot find answers

I have been trying to find the answer to this question for a while and have found mixed opinions. Is it possible to use google voice to make wifi calls just like from the browser of a computer? I don't get it if you can call from a computer using wifi why can't I on my captivate?

On the computer, that is google talk phone calling, on the phone, you're using google voice, which is basically a call forwarding/voicemail service. It uses your cellular phone connection, not the data connection. (though text messages and voicemail come via data)
