I have poor service at home on my HTC desire 626 ATT phone. I have Wifi and automatically connect to it whenever my phone is in range. Do I need to make any additional settings adjustments to use wifi calling, and is it used when available for all calls, or only outgoing?

Its an ATT branded phone. Where would I find those settings? I use wifi regularly, but the last time I attempted wifi calling was using Ringto on a much older non branded android phone. Was not successful and am not interested in getting a separate phone number. I looked but could not find anything suggesting a relationship to wifi calling on my current phone. Given that minutes are now free, I can see no reason for ATT not to support a feature that would give customers more connectivity and reduce traffic on their bandwidth.

This website http://www.gsmarena.com/htc_desire_626-6968.php does not mention Wifi calling. Is that a feature provided by hardware of software?

It has to be supported by the phone hardware as well as the firmware. It's possible your phone isn't supported by AT&T for this feature, or maybe it needs an update to make it available.
You should be able to get an answer by contacting AT&T customer service. Worst case, if it's not supported you'll need a newer AT&T branded phone to get it working.

OK, thanks. I'll contact ATT. I had walked into a store to ask the CSR there but as soon as they saw I wasn't going to give them a sale they ushered me out the door.
