Wifi connection problem

My Android Tab (BSNL Penta WS707C) is having problem in wifi connection, though the signal is being shown as 'excellent". After showing - "obtaining IP address" & "connecting", it is hanging for eternity.
 
Does the phone connect to any other wifi signal, like public hotspot? Does any other device connect to your router?
