Root WiFi constantly turning on

Can anyone tell me how I can fix it? I've taken off the the advanced setting that most people don't turn off. I only have one unsecured wifi connection close by, and it's one of those Comcast hotspots for Comcast customers to sign into. However, my wifi constantly turns on and connects, then it will turn itself off, then on and off again. In which I am noticing considerable battery drain.

I have done Google searches, and have found a way to permanently break wifi (which I have zero interest in) and Pry-Fi, and after reading all the comments, it seems like as soon as I install Pry-Fi, there is a good chance it will permanently break my WiFi. I don't want to never be able to use it, but I don't want it to EVER turn itself on. I ONLY want it on when I turn it on.

Any suggestions, or am I just SOL? Thanks for your assistance

I forget the network when i want to do something offline, then reconnect when i want Wi-Fi. Although it is a battery drainer for me.
