Help Wifi Hotspot & 3DS XL issues. Help?

I'm hoping someone here can help me out with a very specific problem I'm having.

I have a Galaxy S4 GTi9505, unlocked, on the network Three (uk).

I also have a Nintendo 3DS XL console.

I use my SGS4's wifi hotspot for my ps3 and it works fine.
I also use it for my 3ds, but all I can do is access the eshop.

The issue I'm having is that I'm unable to play multiplayer games online. I just get an error code; 006-0612.
I've looked this up and it's related to "connection problems". ie. Failure to connect.
I don't understand how it can connect to the eshop, browser, and other online features but won't let me play multiplayer.

Now, the reason I'm posting here in the Android forums is because when I search for people that have the same issue with their 3ds consoles, they say that the fix is simple and involves changing the DMZ settings on their router.
Is there a way to do this on my SGS4?

Changing the DMZ settngs on a router to get a game to work is like shooting the bank guard because he's standing in your way.

The only references I could find to the ports the Ninetndo needs (listed as "Nintendo Wifi") are TCP 443 and 3074 and UDP 3074. You'd have to forward those (in your wifi hotspot) to your phone's wifi IP address.

However, AFAIK, wifi hotspots don't have any port forwarding (if yours does, you're in luck) or DMZ (which forwards ALL ports to that IP address).

The reason for your confusion is that the internet is 2-way. Your 3DS can call out to any port and get an answer, but when a server calls your phone, it calls it on a specific port, and if the hotspot (or router, if you're at home using wifi) doesn't forward that port to that phone, the packet just gets dropped on the floor.

Ok, I understand it a little better now. Thanks for that.
I have to say though, most of what you said is a bit beyond me.

There are apps in the Android market for port forwarding. Would those be of any use to me?

I understand the theory now I think.. but I'm unsure as to how to proceed. Also, how do I find my phone's wifi ip address? Some further instruction would be greatly appreciated.
