Help Wifi Hotspot without using data

I can connect to the public wifi network at my dorm, but it's essentially using the same setup that I've seen in hotels, where any device can connect to the network, but then it opens a browser and requires authentication (name, password, etc.). Because of the way that the network is setup I'm not able to connect any of my consoles or my smart TV to the internet.

I'm wondering if there are any apps that would allow me to be connected to the dorms wifi on my phone, and to broadcast a network from my phone that my devices could connect to? The Mobile Hotspot app on my phone disables wifi when the hotspot is turned on, and, sadly, I don't have unlimited data anymore.

Any thoughts or suggestions?

When you're using the wifi hotspot app on the phone, there is no way to use anything other than your data. You would just have to buy a hotspot from your provider. There is a tether app you can get if you're rooted, but you would still use your mobile data.
