Root wifi issues

Whenever i try to connect to a wifi point my phone reboots to a black screen with the date time and the unlock slider and a safemode in the corner and the only way to make it go away is to take out the battery and hold home+ volume down when i power it on and that wipes my phone everytime
 
Don't know a resolution to the issue, never heard of this happening. @ Mario volume down plus home plus power is a hard reset btw...
 
ive tried the hard reset and it starts the loading screen for it then just reboots with everything still the same. also the lg program for the computer gets to a certain phase and it freezes and ive checked over its installed properly.
