WiFi Jams

I have WiFi jams on my android phone, is it the android or just a bad rom?

Its your specific ROM. Three Android devices here at home and none with that problem.

Or it could be your router. I have a MiFi that freezes sometimes (it shows signal / connected) requiring reboot. You could troubleshoot your router first, maybe change it's channel to avoid interference from neighbours?
