Does anyone experience the same thing? When I open my mobile data, I turn off the wifi but whenever I check it from time to time it is always on.. what should i do?

Check your connections optimizer...
settings -> more networks -> mobile networks -> connections optimizer -> uncheck auto select best network
I have those options for my Sprint Galaxy S5
I have connections optimizer turned off on my phone and starting today it keeps turning itself on. I am also roaming at work, never have roamed before, and when I try to send a text it says I am internationally roaming, which makes no sense I'm in houston, TX!

----------------I was having the same issue with WiFi, and this is how I cleared it up. If I missed a similar answer in this thread I apologize.
Before I go to bed I would turn off the WiFi and data network on my phone so as not to be disturbed by email notifications at 2am. Recently I've noticed that my WiFi is ON when I get up, that is if I hadn't already been awakened in the middle of the night by email being received.
It took a a few days to realize the culprit in this case was the Xfinity WiFi App I had installed. In the settings for the app I found a prompt to "Turn on WiFi when in range", and it was checked by default. I unchecked the box and its been fine the last 2 days.
I have a powerful Xfinity connection close to my house, so close that often when I do turn on WiFi it connects to that and not my home WiFi. I think that during the night the signal is being picked up by my phone (I'm not sure at this point if the phone is ALWAYS listening, even when off, or the app allows listening regardless of WiFi status) and turning on the WiFi.
I have an AT&T Samsung Note 4 and have access to AT&T hotspots. For my home cable/internet I have Comcast, which allows me to use their Xfinity WiFi hotspots, which is why i had the app installed. I never set up the pre-installed AT&T Smart WiFi App,
I have my S5 and Note 4 gps set to GPS ONLY....
trying to use WiFi to obtain your location is the most stupid, idiotic idea I ever heard of...
it might get you within 10 miles of where you are, but the phone already knows better than that.
the only reason for Google to want to do that, is to feed you advertisements while you are inside a Wal-Mart and the phone can't see the sky... piss on that.
.Like many things, it depends on what you want to achieve. For instance, when I'm at home I like to use 'Smart lock'. There is no point in switching GPS on, it won't report my location. I leave my 'Location services' in 'Battery saving' mode and wifi geolocation puts me a few metres from my hub allowing 'Smart lock' to kick in.
