Help WiFi keeps turning on

I have a rooted Galaxy S3 LTE running SlimKat 4.4.4. Every time I turn on the phone, or unlock the screen with the power button, WiFi turns back on. If I shut WiFi off, it stays off and appears to remain off when the screen locks: the WiFi indicator doesn't come back on until a couple of seconds after unlocking the screen.

I've unchecked everything in the WiFi Settings menu, cleared the phone's cache, uninstalled my WiFi and battery manager apps, but no joy.

I read the other threads on this forum but nothing in them worked. Any thoughts/suggestions?

Settings > More Networks > Mobile Networks > Connection Optimizer >Uncheck Connection Optimizer.

Thanks, but "Connection Optimizer" isn't one of the options. I have: Data enabled, Data roaming, National data roaming, Preferred network type, and Access point names, and Network operatons, all under Settings | Mobile networks. I don't have a "More networks" option.
