Wifi not sleeping

I have my Wifi policy set to sleep when the screen is off.
Settings>Connections>wifi>menu>advanced>Keep wifi on during sleep>never

However I've just noticed in the battery graph (settings>more>battery>click on graph) that wifi is being kept on constantly.
This used to be a problem on the S2, but I'm sure it wasn't doing this in the past on my S4 (I'm on MGA)

When I turn on my screen after a long idle period, I do quite often see the G/H icon which soon changes to the wifi icon, which suggests that its doing some sort of wifi sleep, but according to the battery graph and BBS graphs, it is still on 100% of the time.

Only thing I've done recently is flashed a different modem, but subsequently put the original back on, and flashed latest PhilZ recovery (5.13.9) neither of which should affect this, but it makes you wonder.

Are there any of you using the "Never" policy getting the same problem?

Enable the hidden menu, there are threads around on how to do it. Once you're enabled dial *#0011#. That will bring you to the service menu. From there, hit your menu key, select WiFi, and you can turn sleep on or off. Hope this helps!
