Help Wifi not working + wpa_supplicant.conf + bcm_supp.conf

Ive never been able to get the wifi on my phone to work since I bought it. It's not on my service plan right now so it's the only connection it could have. It's never been able to scan for networks however. It's rooted, and I have deleted the bcm_supp.conf file many time, which I read should fixit, but no go. Today I found the wpa_supplicant.conf file and was intrigued by it, but I think it was deleted from my device... it's no longer there. And now, my wifi service can't start/turn on. Does anyone know how I can put it back on my device, and make my wifi work? Thank you guys! I don't really know that much about android so all this stuff is confusing to me :/
 
First, I'm not familiar with the files you mentioned, I've never needed to mess with wifi config files. Have you tried simply hard resetting the phone? It might fix things if it hasn't already been tried, but it will wipe the device clean. You could also look around for the file or extract it from a rom file, copy it to /system/app, change its permissions and hope that it works. Or, you could flash the same rom you're using now and any missing files will be replaced. The same rom as you're using in .zip form flashed through recovery should be non destructive and leave all your data intact, though a hard reset may be in order anyway. From the sound of it, I think your problem may be hardware, not software, but it's worth a shot. Since you're rooted, I'm guessing you're a little more android savvy than you let on. Good luck!
 
I've hard reset the phone before this and after this, no go with the wifi or the files. Is there a way to check which rom I'm using? I don't remember which I used to root honestly and I don't wan't to mess up my phone. This sounds like the simplest option however.

I believe I used meatkernel 2.0.9 by the way.

Oh and also, this phone wasn't new, which I think is kind of a necessary fact I bought it second-hand, locked, so I had to reset it to get access to it. It's never been able to connect to wifi since I owned it.
