Still very new to Android and Samsung smartphones. Can I assume that the Galaxy S4 Prefers Wifi when available?

WIFI preferred on S4

Provided the WiFi networks are known to the phone and the passwords are stored, yes it should automatically connect to them in preference to using cellular data.
