why is it that even though the phone is connected to a network with full signal strength it isn't going on any site?

It could be you are connected but not to the internet. Try turning it off then on, if that doesn't work try to restart your router.

Hello and welcome aboard. WiFi issues are the strangest -- sometimes you will never know what caused it not to work.

What device model do you have, and which carrier are you on? This would make it a little easier for me to offer a possible solution.
