Help Wifi stuck at "Turning Wi-fi on..."

I bought a used LG L9 a couple days ago and for whatever reason the Wi-fi (and Bluetooth from what I can tell) does not work... at all. It's not a problem with my router or anything as the problem occurs while trying to turn on the wifi. I get stuck at this screen:

After about 7 seconds the wi-fi switch above turns off but the screen stays at "turning on.."

I think (?) I have the default OS and everything. Here are the details of my phone in case:

Also it appears that my wi-fi MAC address and bluetooth address are "unavailable" :

If anyone has any solution that would be fantastic. I'm not sure if it's the phone that's broken or if it's something else that's causing this. I've tried taking out the battery, turning off data, and factory resetting with no success. I can't seem to find a solution online yet, hence why I am here.

i had this issue on a different lg phone. the phone was rooted then Busybox was installed improperly causing a simular issue.

Ok I might try some installing some new ROM or something and update this thread to see if that fixes the problem.

I've been meaning to try out rooting anyways
