Hi
Wifi tethering does this:
Mobile data service from your carrier providing internet service (3g or 4g if possible)
|
Phone receiving mobile data makes it available using wifi transmitter in phone and generates a local wifi hot spot
|
Other device(s) (often laptop) receives internet over wifi service from phone
The phone cannot receive via wifi and retransmit that as wifi.
Because the phone receives the internet feed over mobile data, it is not normally free but you may have a generous allowance on your contract (maybe unlimited)
