Help wifi turning off. received error message "problem receiving data, please try again later."

I don't get any reception working in the basement of my hospital so I sign onto the hospital's Wifi by typing in a user name and password in the browser. Up until last month, I only had to log on once in the morning and the phone would stay connected to the Wifi all day. Now, whenever my phone goes to sleep, I get booted off the Wifi network and have to log in again. I get a system message from my phone at the bottom of the screen that says "Problem Receiving Data, Please Try Again Later." I then log on to the Wifi network via the browser again and it works until the next time my phone goes to sleep.

The Wifi Sleep Mode Policy set to Never and Wifi Best Performance is On. I reset Mobile Networks > APN back to default and restarted phone, but nothing is working.

This seriously drains my battery (goes from 100% to 0% in 8 hr with minimal use) since the phone must be trying to use the Wifi when it's not logged on.

The only things I remember changing on my phone since Wifi used to work correctly was turning off Background Data and Auto-Sync to conserve battery (I subsequently turned that back on but it didn't help), installing Easy Tether (I uninstalled it but it didn't help), installing avast! Security (I really want to keep this and it was a pain to set up so I'm hoping to uninstall that as a last resort only).

Any suggestions?
TIA
