WiFi vs. 3G/4G

Okay, this might be a really stupid question (but I'm going to ask it anyway:D)
If I understand this correctly, if you have WiFi turned on and are within range of a known WiFi network, the phone should shut off 3G/4G and connect to the WiFi instead, correct? Or am I wrong about this?
The reason I ask is that when I'm home, my phone stubbornly refuses to connect to my home WiFi. It sees the SSID, and WiFi is enabled, but when I click to connect, nothing happens.

It may be the your router not letting it connect to WiFi. Yes it it should automatically connect to a WiFi network you signed into.
