WiFi vs. Mobile Data

Why won't my S3 send text message with pictures over WiFi but it will over mobile data.

Also, I use the stock e-mail client and it won't send or receive email messages over wifi, but it will using mobile data.

Is there a setting I need to change somewhere?

Open wifi settings>> tap option button >> click on advanced >> there's an option auto awitch between wifi and mobile data , make sure it is unticked and keep your mobile data off.
May solve this problem

It is unticked,

When I am connected to WiFi my mobile data is automatically turned off using an app called WiFi Matic.

But why?

My last phone, a Motorola Droid X2 didn't require this.

Two things could cause this. Either the carrier or the phone. My carrier requires MMS be sent over mobile data regardless of what phone I'm on. When I send an MMS when I'm using wifi my phone will momentarily use mobile data to send the MMS. It will then automatically revert back to wifi.

I never changed carriers. Just my phone. I'm on the verizon network.

I found an app called Textra that automatically switches mobile data on and off when it has to send an MMS text. Screw the stock messaging app.

It's these little things that the phone manufacturers don't think about for some reason that piss me off.
