It can, using the phones 3G connection. If you head to Settings -> Wireless & Networks -> Portable WiFi Hotspot that turns your handset into a wireless router.
You can also do it via a USB Cable, providing you have HTC Sync installed on the PC the handset is connected to. Just select USB Tethering as the connection type when you connect to the PC.
