Will apps work on ICS?

Since ICS was built from scratch, does that mean that none of the current apps will work on it and will have to be redesigned? Will apps will have to be exclusive for 4.0?

Apps will work on ICS without any problems.

Technically they may even work better on the tablet side.

I would expect that some apps might not play nice, but a good developer should be looking at the SDK right now to figure out how to make sure that it works right and possibly even improve their apps to take advantage of new functionality in ICS (i.e. phone/tablet cross-platform support).
