Does anyone know of a Tasker like application for Windows 7?

What I'm wanting to do:
Receive a email or sms or notification or even a skype message on my computer from my phone which shuts down or restarts my computer.

What I have currently:
Growl + Android Notify

I really don't want to use Team Viewer for this.

I figured that I could find a application that just sends a "message" to my computer and says either Shut Down or Restart and my computer does so. I thought about having just a "message" to my computer with a shut down/restart batch file to be executed upon receiving the "message" but I don't know how to do this (the message part. I know how to make the batch file.)

So basically:
1. Send "message" from my phone to computer
2. Computer receives message
3. Upon receiving, execute command (ie batch file)

The "message" can be sent via wifi, bluetooth, or securely via the internet. I don't care. (ie my email)

Any reason in particular you wish to send a message to do this? Guess I really don't see the value in what you wish to accomplish. So I'm having a hard time understanding what you want to achieve by this. Whatever you end up with will probably have to have admin privileges to run. That could lead to a security issue

Windows used to have a messaging service, but that was deprecated by Microsoft a very long time ago:

Admin rights wouldn't really be an issue.

I just think it'd be nice to be able to shut down my computer from my phone.
