I'm a windows pc user that is thinking of getting a tablet. Will by windows pc data be able to be used on an android tablet?

Data is data. A text file on a Windows computer is a text file on an Android tablet. Most Office documents can be used on Android, because there are Android apps that can read and write Office documents.
But it depends on the data. If it's proprietary to some Windows program that has no equivalent on Android, and you're not capable of translating it into some format some Android app can use (or are willing to pay someone who can), then that data can't be used on an Android device.
