Wireless Notification System

I want to make a missed Call or SMS notification application. It works out this way.

A user receives the missed call on a primary android device. The name of the caller is transferred to the secondary android device like it can be a pop up on the secondary device with the name of the caller. The two devices are connected to each other through wireless network like it can be Bluetooth or Wireless LAN.

It is not necessary that you can guide me the complete functionality. Please guide me where to start with . Any similar thread that is already posted, any simple guidance where to start with ?

What I am supposed to make is similar to this but notification to the mail box is not required.
play.google.com/store/apps/details?id=com.becomputer06.lonely.android.free

I am a complete newbie, so your generous help is requested. Thanks.

Not 100% sure I follow you here.

But this appears to be something that google voice can do - ring multiple lines for a single incoming call. But when the call is missed I can have google voice text, send email transcripts etc.

Yours does sound a bit different, but I don't see from your brief description how I would differentiate it from google voice.

Also, the being on bluetooth or same WLAN makes it so that both devices have to be in the same home basically.

Thanks gtbarry for your reply.

You are right that the devices are in the same room or in the same network in case of WLAN.

Let me try to make it more clear.
A call is received through a network career on a primary device 'A' which is un-attended by the caller. On 'A' device a function checks for the un-attended calls. When the function find the miss call another function is triggered that sends a notification through wireless network over the secondary device 'B'. On secondary device 'B' the the name of the caller is displayed.
