I bought 2 of these and one will connect and the other says unable to scan for networks

Being as you have two exact tabs, I'd make certain all settings are the same. If they are there must be some problem with the one that will not scan. You might want to check in with the other owners of your device here and see if they have any device specific advise for you. here is a link to that area of users.
