Help Won't Charge if Off

I have had problem recently that my phone will not charge when off. I have tried different cables and batteries that I have at home and also at the ATT store, so I don't think it is that. It just vibrates every few seconds and the charging light does not turn on.

It charges fine if turned on and battery life seems normal.

I also noticed that the phone is no longer recognized as a USB drive when plugging it into my PC.

I did upgrade to 4.1.2 from 4.X.X (I don't remember which JB version), but I think this started a few days after the upgrade.

It is a stock phone.

Any suggestions??

Get on the Samsung web page,go to support/phones/live chat. Have your phone model and hex number ready, both found under the battery or in settings about the device on your phone. I have found the people at Samsung live chat very helpful, they are always there 24/7. Good Luck.
