I have a HUAWEI Model H866C, When somebody sends me a picture it says downloading but never does. I can go back to the messaging the next day and it still says it's downloading.

CDMA type phones sometimes have a hard time downloading picture txt from GSM networks. Especially from IPhones on a GSM network.
Try having a friend with a phone on a CDMA network, not an IPhone, send you a picture txt.
If still having a problem try calling your Carriers IT support and or go here: Huawei Ascend Y - Android Forums
