Go into the market, click menu>downloads to get to the items you have downloaded
at the top of the page, give it a star rating, then once you rate it it will give you the option to comment on it right below the rating.

its fine, When I first had the phone I assumed it would just connect like a flash drive or external hard drive would. Its not like it pops up to ask if you want to do it. It is def something I asked about.
