?WRITE PROTECTED FIX?

So I've come across a USB flash drive that is write protected and I cannot undo it. The person who gave it to me said that it is a device for the visual impaired. It has a bunch of audio files. I have Windows 7, and I've tried to clear the read only attributes through diskpart and regedit, but neither if them worked. Anyone know of a surefire way to fix this problem?? I want to format it and use it as a personal flash drive??
 
You'll need to get the write protection info from your buddy. No workarounds.

It was probably manufactured like that, as a read-only (ROM) storage device just for the purpose it was intended for. But anyway, new USB flash-drives not exactly expensive.
