Help WTF did i do???

sorry about the crappy pictures (attached) but only have a N7 to take pics with.

but what is that yellow text? i cant get rid of it, or the notification to "update device information"
it seems to work fine, only thing i've noticed is when i hold the power button for the power off menu, it shuts right off.
i tried re-flashing recovery (yes test 8), two roms, and reverting back totally stock, still nothing. and 1if i touch the notification, nothing happens.

also it wants to do a system update, should i let it? will it overwrite my CWM? (i want it to) or could it brick it.....what to do...what to do

Try turning off your developer options, I can't tell by the pic too well, but it looks like a monitoring screen overlay. You can let it try to update, you can reinstall cwm again later if it goes away.
And try mrg's cwm version 6.0.3.6 instead of test 8.

thats the problem im having, only difference is my efs folder is EMPTY, which i beleive is a whole other issue in itself

phone still works ok, adding a launcher and a lockscreen app helped to work around, but still, its annoying

Are you still rooted? Not having root access could make it look like the efs folder was empty I think. If you're still able to make calls and use data, your efs folder should still be intact.

Another work around I just read about in the S3 forum, somebody had the same issue so they froze/disabled the factorytest.apk app with Titanium Backup.

yes i still have root, ive also done the same with the apk but iot doesnt totally fix it, like you said, its a workaround.
what i dont get is if my efs folder IS empty how the phone has my imei, and works fine. i read that if your folder was corrupt or missing, you wouldnt be able to make calls, or connect to the play store
i just dont get it

Yeah it's weird, for sure. Just out of curiosity, what file explorer are you using?

es with root explorer, mounted RW
ive tried a few, even root explorer.

there is a app on the play store too that fixes this issue, as long as your files are there. but the app "GS II Repair" also tells me the files are missing
