X in Data Icon

Hi everyone, I'm having 2 problems: first, does anybody know what this X in my data icon means?

And second, everytime I turn my wifi on, it connects but says it has no internet access, despite the fact THAT I DO HAVE ACCESS. Why does it happen? It's really annoying.
