Works for me, I am pretty sure you have to be logged into your Xbox (using the same account).

Also check your console settings per this:
SmartGlass Requirements | SmartGlass Apple |SmartGlass Android - Xbox.com

Uhh its basically where you can use your phone as a remote and such for your Xbox.
