Help ZTE not sync.

I have a ZTE android phone. Model Z796C Version 4.1.2

The sync feature has stopped working and the Google Play Store will not load.

Mostly I need my Contacts backed up. Checked on-line and only one is backed up out of 157 shown on phone.

I am assuming the sync issue is the problem. If so how do I solve this issue?

How do I reboot without losing all my contacts? Since "sync" on the phone seemed to never worked, my contacts were never backed.

Make sure they've been SAVED under Google sync
