Help ZTE Z990G Merit 3G question

Hey folks,
My son has one of these phones. He is having trouble getting 3G to connect. Is there a way on these phones to boot it or just to start it? And he just said that WI-FI isn't connecting either,even though he is here at the house. Any possible remedies and/or causes?
