It's a software limitation. The EVO posseses the processing power to put out some high FPS movie's, it just has the crap software/compressing that causes the pixelated videos at the low frame rates

Snapdragon CAN process 720p, and so can the sensor, atleast more than 30 frames per second easily. HTC and Google have to use the .h264 codec and add it to the application, thats it, there was a thread for petitioning to HTC for adding .h264 codec support
