Help If I Delete All The Sytem Files Can I Still Get Into Bootloader?

can i still get into bootloader and use RSD? heres my problem. i was deoxed before last update. got OTA, then did a nandroid backup after getting root. then i was gonna manually deoxed my phone when i saw this in my, system/app folder. ive tried everything i can think of to get rid of the apk files. i installed the .340 system updater.zip over my OTA.340. i frooze all APK in titanium and it was a force close festival. so this makes me wonder if the system is using both of the files to run the phone. so my latest plan is to delete all data in the system/app folder, then flash the .340 system only SBF. any suggestions?

Edit: wow. i just noticed i didnt put the pic up that i was referring too..

I'd just flash the SBF w/o deleting anything.

If you intend to restore the nandroid, I'd format/delete the cache prior.
