when i turn on my phone there's an error pop's up and going to message about the tune select default tune an error pop's up..( different when turning on the the phone).

is it safe to format my phone? factory setting/default?

how can i format my SD card? the option format sd card is not available..

can i format my sd from pc my connecting it? there are many folders inside my sd card what is that? about android something..

does widget in home screen consume's battery?

Could not understand the nature of the problem (regarding the error thing) also can u be specific on what the error is?

factory reset and SD card formatting is easy, although it is prefered first to solve the issue without doing either of them

widgets source power (more because they are network dependent) hence shall consume more power. u can disable auto sync, if it is available
