Do I have to pay extra for this service even if I have the whole VZW data plan? I want to connect to my PC when I am out of my place.

Yes, costs $20 extra a month I believe.

Well you can do that, or root your phone and do it for free. If you don't want to root your phone there's an app in the market called EasyTether for $9.99 which is a one time fee for a mobile hotspot.
