Help Start Up Sound Only Plays Sometimes

Changed my start up sound to a custom file (not the first time I've changed it) length and file type are not an issue as it plays on occasional reboots , but not on others. Was just curious as what would be causing it to play on some reboots or start-ups and not others. It's not bothersome and i'm not terribly disappointed when it doesn't play just wondering if there was some factor or reason that would only allow it to play on/in certain circumstances?

Was the phone possibly on vibrate or have the ringer off?
