Either your battery is worn out to the point that it threw the circuit to stop it from charging anymore or your charger is having an issue. If you go into battery statistics what does "Battery Health" say?
If it says anything but "Good" then it is likely that the battery is just really worn out. Another possibility is that some process is draining it faster than it can charge. This happens sometimes when one is in the car charging it via the DC adapter while running the GPS with the screen on. It will either charge extremely slowly or not at all.

Its just the actual Charger is haveing a tough go making contact.....It will sit at 48% with the light on for an hour....then I unplug it and it drops to 40%.
Is there some kind of anti corrosion electric spray?

So, you think that the charger is not making contact with the internals of the charging port? That seems like a possibility.
Perhaps the contacts to show that it is plugged in are being hit and that is why the charging light turns on, but the actual contacts that deliver the juice to charge the handset are not connecting properly. It could also be detecting the connection as a USB charging connection instead of an A/C adapter connection, and in that situation, it would charge slower.

You know, it is kind of ironic that both you and DonB have needed replacement handsets recently. Especially given that the release of the Sprint HTC EVO 3D is just around the corner.
It is almost like your poor handsets are signaling their death knells. That is pretty sad.
