Help More internal storage for Apps

I have noticed that only about 1.8GB of the 16GB memory is available for Apps. Is there a way to change this? I have a 16GB phone and can only use 10% of that for Apps, that seems a bit off?

If you go into Manage Apps, you can move some apps to the Media Area, which is 11GB.
