I think they are referring to images viewed in some apps or in a browser that save to the phone and show up in the gallery. I have them too and just never bothered trying to stop it.

in my gallery, I have a folder named Cache that appears when ever I go to Beautiful Widgets and download new skins.
I just delete the folder every so often
