Try setcpu from the market or AnTuTu Cpu master.

Ive noticed after years of use, unless youre on a "smartass" enabled kernel (which we are not yet), underclocking while the screen is on is relatively pointless. Now underclocking while screen is off or in a phone call, now that is where the battery saving comes into play.

The phone automatically underclocks. You can see this when you open one of the apps above. I believe it goes all the way down to 123mhz.
There is also a way you can see the time and percentages that the CPU has been running at each frequency. I just can't remember where you find that info at.

well my main aim was to save energy, however if it automatically does underclock then set cpu would be futile for now, but i look into if and see if it really does auto underclock

The app CPU Spy will show you the times and percentages spent at various speeds.
